A government entity in the economic sector
Project Background and Key Objectives
Special Economic Zones are a key driver of growth and investment; however, variations in policies and the multiplicity of procedures across entities have limited ease of access. To ensure their effectiveness, a project was required to address these disparities by unifying regulatory frameworks and activating institutional coordination.
The Challenge:
- Variations in policies and procedures across entities.
- Absence of shared and effective governance mechanisms.
- Limited engagement of the private sector and key stakeholders.
- Lack of technical analysis tools to support decision-making.
Methodology Applied
The Hawaz team worked with the entity across four main phases:
- Design and Assessment: Reviewing policies, analyzing gaps, and developing initial recommendations.
- Stakeholder Engagement: Conducting workshops with government entities and the private sector to build a shared understanding.
- Scenario Development: Designing operating models, developing analytical tools, and proposing coordination mechanisms.
- Delivery and Activation: Preparing actionable recommendations and holding interactive sessions to support phased implementation.
Project Impact
- Establishing unified technical standards that facilitate access to special economic zones.
- Developing ready-to-implement operating models that reduce inconsistencies between entities.
- Activating shared communication mechanisms to accelerate coordination.
- Engaging the private sector in shaping solutions.
- Developing technical analysis tools that support informed decision-making.
