Project Background and Key Objectives
In the journey of government digital transformation, launching electronic services alone is no longer sufficient. It has become essential to objectively assess the maturity level of these services to ensure sustainability and improve efficiency. Accordingly, a national project was launched to design and implement precise measurement tools that reflect the actual state of government digital services and guide continuous improvement efforts.
The Challenge:
- Lack of a unified methodology for objective assessment of digital service maturity.
- Difficulty in accurately identifying gaps and benchmarking performance across entities.

Methodology
The project was based on designing and implementing a comprehensive assessment framework that included:
- Developing a national measurement tool covering four dimensions: user experience, technical readiness, level of automation, and integration with other entities.
- Collecting and analyzing data from dozens of government entities through unified digital tools.
- Preparing detailed reports for each entity, clarifying maturity levels, gaps, and areas for improvement.
- Designing interactive performance dashboards that enable self-monitoring and support continuous development.
