This project was launched to develop the capabilities for formulating labor market policies and linking them to analytical tools and data.

  • Limited actual impact of existing policies on reducing unemployment and increasing localization.
  • Absence of a structured framework for policy formulation and evaluation.
  • Weak integration between analysis and decision-making.
  • Need for institutional tools to transfer knowledge and measure impact.

The Hoouz team implemented an integrated intervention that included:

  • Analyzing the current state of the policy-making process.
  • Reviewing challenges and opportunities and assessing internal capabilities.
  • Designing an operating model for formulating and activating policies.
  • Developing a roadmap to strengthen institutional capabilities and provide operational tools.
  • Preparing an operational manual that defines procedures, roles, and performance indicators.
  • Activating 12 qualitative policies aimed at improving labor market efficiency and enhancing localization.
