Project Background and Main Objectives
In a rapidly changing work environment, issuing policies is no longer enough; what matters is measuring their impact and ensuring their long-term effectiveness. This project was launched to develop the capabilities for formulating labor market policies and linking them to analytical tools and data.
The Challenge
- Limited actual impact of existing policies on reducing unemployment and increasing localization.
- Absence of a structured framework for policy formulation and evaluation.
- Weak integration between analysis and decision-making.
- Need for institutional tools to transfer knowledge and measure impact.
Methodology
The Hoouz team implemented an integrated intervention that included:
- Analyzing the current state of the policy-making process.
- Reviewing challenges and opportunities and assessing internal capabilities.
- Designing an operating model for formulating and activating policies.
- Developing a roadmap to strengthen institutional capabilities and provide operational tools.
- Preparing an operational manual that defines procedures, roles, and performance indicators.
- Activating 12 qualitative policies aimed at improving labor market efficiency and enhancing localization.
