Project Background and Key Objectives
The need emerged for a clear national policy to regulate shelter-related issues for workers affected by forced labor and irregular employment practices. Roles were previously distributed across multiple entities without a unified reference or an integrated governance model, which negatively impacted the quality of response and the efficiency of interventions.
The Challenge:
- Absence of a unified national policy to address shelter-related issues linked to forced labor.
- Overlapping roles among entities and difficulty achieving effective coordination.
- Limited regulatory guidelines and supervision and monitoring mechanisms.
Methodology Applied
The Hawaz team developed a comprehensive national policy through:
- Benchmarking leading global practices in addressing shelter and forced labor issues.
- Analyzing the current state of legislation, operational practices, and organizational structures.
- Developing detailed governance models that clearly define roles, authorities, and responsibilities.
- Designing operational mechanisms to facilitate implementation across different entities.
- Preparing regulatory frameworks and executive checklists to support decision-making.
Project Impact
- A unified national policy that strengthens institutional coordination and improves response quality.
- Enhanced standards for shelters dedicated to affected groups.
- Strengthened governance by linking roles to measurable performance indicators.
- Alignment of national commitments with international labor and human rights standards.
Addressing shelter and forced labor issues is no longer a set of fragmented efforts; it is now governed by an integrated national framework built on clear governance and operational clarity. This project helped shift practices from reactive responses to an institutional, implementable, and sustainable national policy.
