Establishing a Behavioral Science Unit to Support Decision-Making in the Tourism and Heritage Sector

With the significant expansion of tourism and heritage projects, developing services based on intuition or general impressions is no longer sufficient.

With the significant expansion of tourism and heritage projects, developing services based solely on intuition or general impressions is no longer sufficient. There emerged a strong need for a scientific framework that explains individual behavior—both residents and visitors—and transforms it into more accurate and effective decisions. From this need came the initiative to establish the first dedicated Behavioral Science Unit within the sector.

  • The absence of an institutional framework that applies behavioral science in policies and services.
  • Fragmented efforts lacking methodological coordination or clear strategic goals.
  • Limited scientific references that decision-makers can rely on.

The Hawaz team worked on establishing a fully integrated Behavioral Science Unit that included:

  • Designing the unit’s strategy (vision, mission, objectives, and initiatives).
  • Building the operational structure and linking it to existing projects.
  • Defining research priorities within three clusters: consumer insights, residents and visitors, and general studies.
  • Developing an operational work plan covering analysis, planning, implementation, and evaluation.
  • Integrating advanced analytical tools and modern technologies to study behavior.
  • Training internal talent to ensure sustainable capabilities.

  • Establishing a unified scientific reference based on behavioral insights to support decision-making.
  • Improving the efficiency of initiatives through a deeper understanding of beneficiary needs.
  • Enhancing community and visitor responsiveness to initiatives and services.
  • Transforming decisions into policies that are more measurable and impactful.
  • Embedding an institutional culture that relies on behavioral analysis instead of general estimations.
