The ministry recognized the need for behavioral methodologies that translate human understanding into a decision-making tool. This led to the establishment of the first institutional Behavioral Economics Unit within the sector. The goal was to build a national reference inside the ministry that enhances quality of life through decisions grounded in behavioral insights rather than assumptions.

- Linking initiatives to an operational plan consisting of 17 executable and scalable projects.
- Estimating the operational budget and ensuring funding sustainability.
