A government entity in the food and drug sector
Project Background and Key Objectives
The need emerged for a more flexible executive entity outside the traditional bureaucratic framework—one capable of leading and executing national initiatives with speed and efficiency—while strengthening the Kingdom’s position as a trusted source in the fields of food, pharmaceuticals, and health licensing.
The Challenge:
- The need for a more flexible operational entity to deliver national initiatives.
- Absence of a clear governance model defining the relationship between the parent entity and the company.
- Insufficient assessment of technical and financial requirements and revenue-generation models.
- Overlapping roles among partners and stakeholders, risking execution alignment.
Methodology Applied
The Hawaz team worked with the entity to establish the company through an integrated approach that included:
- Analyzing local and global markets and identifying high-impact investment opportunities.
- Assessing regulatory and operational gaps and defining the requirements of the new entity.
- Designing an integrated operating and financial business model using a consolidation and integration matrix.
- Forming a board of directors and executive committees in line with governance best practices.
- Defining the company’s strategic direction and aligning it with national programs.
- Developing an execution roadmap comprising 25 implementable initiatives in partnership with the public and private sectors.
Project Impact
- Establishment of a government-owned subsidiary operating under an integrated operating and financial model.
- Enhanced operational and technical readiness to implement national initiatives.
- Improved financial efficiency and alignment of investments with returns.
- Activation of governance between the parent entity and the company through clear regulatory frameworks.
- Creation of investment and employment opportunities that support the national economy.
