Project Background and Key Objectives
Amid increasing pressure on government entities to enhance spending efficiency and link resources to measurable impact, the need emerged to establish a specialized office to align initiatives with strategic objectives and bridge the gap between planning and execution. The aim was to achieve sustainable national impact while ensuring clear institutional returns on investment.
The scope included establishing and operating a Value Realization Office (VRO) focused on developing and enhancing the Project and Portfolio Management Office (PMO) and the Strategy Management Office, while strengthening governance and monitoring mechanisms to ensure alignment with national priorities.
The office served as the strategic arm of His Excellency the President by overseeing initiatives of national importance, providing insights and analyses to support decision-making, directing resources toward the highest-value initiatives, and designing and implementing value measurement models while improving follow-up processes across the ecosystem.
Methodology Applied
Hawaz’s approach to establishing and operating Value Realization Offices combines global best practices (P3O) with local expertise to ensure sustainable strategic impact. The approach included the following steps:
- Analyzing gaps in governance, planning and execution mechanisms, and key performance indicators.
- Prioritizing initiatives based on expected impact and added value.
- Developing the office’s operating model in alignment with the entity’s objectives and organizational structure.
- Designing the office’s services (value measurement, initiative tracking, decision-support) to ensure flexibility and alignment.
- Establishing governance frameworks, value assessment templates, dashboards, and knowledge centers.
- Designing value measurement mechanisms across financial performance, service quality, and strategic alignment dimensions.
- Managing the execution of priority initiatives, monitoring performance, issuing periodic leadership reports, and providing insights and recommendations to support executive decision-making.
- Transferring knowledge and training internal teams on Value Realization Office tools and methodologies, while promoting a value-driven culture through awareness programs and activation of the “Value Ambassadors” initiative.
